Hawaiian Brass Whaling Harpoon

I'm not quite sure what year this was made. I believe whaling was banned in the U.S. in the early 1970's so it's at least that old but I'm guessing early 1900's. The blade and tip are made of steel and the rest is brass. The blades are supposed to be spring loaded. They still move up and down easily but the mechanism inside doesn't seem so "springy" anymore. Not sure if that can be fixed or just tightened.
